The Supreme Court of Appeals was created by an act of the General Assembly passed during its May 1779 session. The new court's antecedent was the General Court, which after it was reestablished under the constitution of 1776, shared appellate jurisdiction while the supreme court was restricted to civil cases, but the state constitution adopted in 1851 abolished the General Court. The State Board of Bar Examiners was established by an act of the General Assembly approved March 14, 1910. Prior to this time, lawyers were admitted to the bar by the judges of the courts in which they intended to practice. The act of 1910 provided for the appointment by the governor of a board of examiners to license lawyers. The board served under the auspices of the Supreme Court of Appeals. The Supreme Court of Appeals of Virginia was created by an act of the new General Assembly in 1779. By Constitutional amendment in 1928, the number of justices was increased from five to seven and the title of the presiding officer of the Court was changed from President to Chief Justice.
